It turns out it is a web part on the express site documents allitems page called "Getting started with documents"(I didn't see it because I can't seem to get libraries to open but that's another story). It's a "restricted" web part so users can't access settings to save it as a template or export it. But if you open the express site/documents/allitems page in Sharepoint Designer you can either save it as a file or save it to the top level web part gallery. From there it can be inserted on a page on another site. The only thing you may have to change is the id of the web part to reflect the site it's on.None of this would be necessary if they'd just stick it in the web part gallery to start with.
